Perhaps this is a side effect of current business conditions? Things change so quickly, budgets are still tight across many countries, and companies want to find and recruit people who are ready to go to save money (costs associated with training the person, and the time spent doing so).

William comments on When Jobs Can't be Filled

Necessity is the mother of all invention. I think you hit the nail on the head with the reasons they are not finding the right candidates.
I don't have any examples to share where I work. But previous experience & grapevine stories lead me to also say that sometimes it's bad managers. When you have such a large pool of applicants, sometimes managers just can't make up their mind. Or they believe because there are so many people out of work, if we just keep searching we will find the "perfect person" (who does not exist). And chances are, in their organizations, due to the recession-caused layoffs, they have employees who are doubling up or tripling up the work....3 jobs are being completed for the price of 1....so what's the hurry?

Dave Anderson comments on Workday Envy

Hi Steve,
I know this is an older post but I searched it to see if you had anything to say about Workday's HRMS.
