Make HR Happy

In the 'Make HR Happy' cover story the authors give a few recommendations for improving HR manager's lives. Some highlights:
Supply Chain Thinking - essentially, 'Get better at processing transactions'. The theory is that once less time is spent pushing transactions, the more time free to spend on high-touch, high-value activities.
New Technology - How do you get better at doing transactions? Largely through the adoption of new technology for process automation and self-service.
Development - HR leaders can't be more engaged and strategic if they themselves do not have the capability to deliver high value strategic thinking to the business. HR must invest in its own development to that end.
Decent ideas all I think, especially the nod to increase the use of technology for automation and efficiency.
But I have to say the article had a glaring omission. How to 'Make HR Happy'?
